为谋求教会发展，天锡堂于1988年开始,在幸运村展开布道传福音工作，同年也向政府申请土地将来建立圣堂之用。
座落德古路的幸运村布道处，于2001年正式成立。
2004年，年会执行部正式批准升为堂会，命名为幸福堂（Bahagia Methodist Church) 。
新圣堂及教育楼，在2009 年11月15日落成，建造在政府批准的土地上。
