1988年，卫理公会民恩堂计划在丽华花园开办主日学。
随着该地区迅速的发展与人口的剧增，1989年5月主日学正式上课。由于主日学逐渐壮大, 1992年决定设立卫理丽华布道站来拓展该地区的布道事工。
1993年复活节，丽华布道站开始了第一次的主日崇拜。
1994年布道站升格为布道处。
1995年再升格为堂会，命名为卫理公会荣恩堂。
